International Crisis and Security Management
Description
In a globalized world, crisis and security concerns are no longer exclusively managed by national authorities. Cross-border cooperation and multilateral laws and policies are necessary to deal with phenomena including cyber security, organized crime, trafficking in human beings, illegal migration, flooding, nuclear incidents or international terrorism. The internationalization of crisis and security management, however, raises questions concerning national sovereignty, the rule of law, accountability and democratic control. From an academic perspective this course addresses contemporary cross-border crisis and security issues as well as the measures that governments employ to tackle this phenomenon. There is a special emphasis upon European judicial and police cooperation. Students become familiar with the history and development of international police and judicial cooperation, the transnationalisation of crime, the democratic embedment of cross-border cooperation and the dilemmas accompanying transnational security cooperation as well as crisis management. This Internationalization of Crisis and Security Management course focusses upon recent developments including international data exchange-, sharing and processing, the governance of mobility, the role of European institutions such as Eurojust and Europol, cross-border investigations and law enforcement challenges.
Course objectives
The main goals of the course are:
To provide students with conceptual and theoretical insights in international crisis and security governance.
To provide students with empirical insights in international cooperation and cross-border dimensions of crisis and security management.
To raise students awareness of the ethical and normative dimensions of crisis and security governance.
To develop the analytical and writing skills of students.

Mode of instruction
The sessions are dedicated to lectures and discussion.
Assessment method
Students are asked to write a paper that analyses the theory addressed in the course in relation to a case study about an international crisis and/or security governance dilemma.
Students are expected to participate actively in class discussions and prepare small assignments
Students will be evaluated as follows:
Quality of participation during classes. Equals 20% of total grade.
Paper. Equals 80% of total grade.
