Description

This course explores the intersection between civil servants and citizens. Focusing on evidence-based policymaking and digital-era governance, the course will pay special attention to participatory processes to improve public service delivery in combination with the use of (big) data. There are two ways to understand big data use in digitizing public services: First, along the lines of open or personalized data where government collects citizen data and then provides a service based on this data that makes using public services easier. The second perspective is that of citizens giving additional data or even collecting data for government, which supports public service delivery. The course will combine both perspectives.
The design of digitization further includes both decisions on the format and type of technology as well as the organizational structure connected to it. For digital service implementation, more detailed aspects, such as training users, data conversion or systems maintenance activities are also involved. Thereby data and data information form a subset of factors playing into the development and execution of digital services. To research these various aspects, the course draws on several areas of expertise and follows an interdisciplinary approach.

Course objectives

To raise questions around the co-creation and democratic dimension of services that use certain technologies while also looking at the provision side (civil servants) of the process. ● ICT in Business Students: Gain a better understanding of the service dimension of the technologies and how citizens respond and shape these technologies in the political context. ● MPS Students: Receive insights into the technologies currently being implemented by government and how this affects democratic and co-creation processes and the work of civil servants.
