Only students of the specialisation Public Management and Leadership (Master in Public Administration) can be admitted to this course.
Description
In this course, we study theories and state-of-the-art research on leadership and organisational behaviour in public management. Generally, leadership behaviour is intended to influence and facilitate followers’ accomplishment of organisational goals. We explore how different leadership behaviours contribute to organisational performance amidst varying contextual circumstances, as well as the role of leadership behaviour in relation to complex, contemporary processes of organisational behaviour on different levels of analysis. These include the management of organisational change, employee motivation, teamwork, psychological safety, and diversity and inclusion.
Course Objectives
At the end of this course, students are able to
understand and compare the key theories in the field of leadership and organisational behavior in public management;
critically evaluate state-of-the art empirical research in this field;
apply theories through reference to national and international cases;
critically comment on how the particular context of public organisations influences leadership and organisational behaviour within public organisations;
provide recommendations regarding public leadership behavior based on theory and empirical evidence.

Mode of Instruction
Lectures (7x2 hours) aimed at discussing the course literature with students.
Seminars (7x4 hours) aimed at applying the course literature and working on the group assignment.
Assessment method
Written exam (50%) and group assignment (50%). A retake is possible for both forms of assessment. Students must pass each assignment with a grade of 5.5 or higher to fulfill the course requirements.
Partial grades are only valid in the current academic year; partial grades will not remain valid after the exam and the resit of the course.
Reading list
A selection of articles available through the university network. The literature will be communicated in the syllabus.
Registration
Register for every course and workgroup via uSis. Registration for courses and workgroups in uSis is possible from 16 December, 13.00h. Some courses and workgroups have a limited number of participants, so register on time (before the course starts). In uSis you can access your personal schedule and view your results.
Leiden University uses Brightspace as its online learning management system. After enrolment for the course in uSis you will be automatically enrolled in the Brightspace environment of this course.
