Public Management: Old and New

The past years saw important changes in the public sector. New Public Management (NPM) caused important reforms in public services. The last ten years however saw the growing of a critical view on NPM and concerns about its effects increased with the ensuing result of a “Post-NPM” discours.
This lecture series takes a closer look at the content and the effect of the changes in the public sector in western countries and The Netherlands. We will contrast the “old” public sector management and NPM. Following this we will see how these two forms of public management paved the way for the current reforms in the “Post-NPM” era. We will take a look at the various forms of public management and its links with cross-national differences. The dilemma’s occuring while reforming public management, such as coordination and autonomy. How does the public sector deal with governance and its values?
The seminar requires active participation of the students who will be expected to instigate and actively take part in discussions and give presentations.

Modes of instruction

Part of the seminar session will be a lecture. Students are required to instigate discussions and actively take part in these discussion. Studentes will also be expected to give presentations.

Assessment method

  • Starting with the 2nd session students will be required to hand in short papers regarding the literature of each session.

  • A group presentation.

  • A short individual paper.

  • A final paper.
