Public Administration

Welcome to the Institute of Public Administration of Leiden University.

The Institute of Public Administration focuses on the functioning of various political-administrative systems locally, nationally, and internationally, the relationship between politics and administration, the organisation of the civil service, issues of ethics, and policy analysis. Special emphasis is placed on the importance of institutions for the functioning and reform of political-administrative processes.

Only students of the MSc Public Administration can participate in the courses of Public Administration.

Practical information

In order to graduate every student has to participate in these mandatory courses courses:

  • Research Design (5.0 ECTS)

  • Public Institutions (5.0 ECTS)

  • Public Policy (5.0 ECTS)

  • Public Management (5.0 ECTS)

  • Public Values (5.0 ECTS)

  • Thesis (20.0 ECTS)
    In addition to these mandatory components, each student follows three electives

  • Specialisation course 1 (5.0 ECTS) (on the chosen track)

  • Specialisation course 2 (5.0 ECTS) (on the chosen track)

  • Specialisation course (5.0 ECTS)

    • This can either be specialisation course on the track
    • Or a course from one of the other tracks of Public Administration). Courses open to students from other tracks can be recognized by the arrow.
    • Or a course from the MSc Crisis and Security Management
    • Or a course from the MSc Management van de Publieke Sector. Please note that all courses from this Programme are taught in Dutch.

The Institute of Public Administration also offers the MSc Crisis and Security Management and the MSc Management van de Publieke Sector. Both were tracks within Public Adminstration before.

Courses

This Master consists of five mandatory core courses, the thesis and three specialisation courses; two specialisation courses should be from the selected specialisation. The third can be either a specialisation course on the track or a course from one of the other tracks of Public Administration. These specialisation courses can be recognized by the arrow.

Block 1 and block 2 are part of Semester 1. Semester 2 consists of block 3 and block 4. This entails that students who start in February thus begin in block 3. The suggested order can be found in the overview. In total a student needs 60.0 ECTS.

Track courses

Students follow the programme in which they started. So students who started in February 2012 still follow that programme eventhough there are some changes in the new curriculum. This implies that if a certain course was a track when you started the programme and this course is no longer considered a track course in the current e-prospectus you can still use this as a track course.

CSM

Crisis and Security Management as specialisation

Due to its continuous success, the Crisis and Security Management specialisation is replaced by a separate Master’s programme in Crisis and Security Management. This new master’s started in February 2012. This means that you will not be able to apply for the Crisis and Security Management as a specialisation within the Master of Science Programme in Public Administration for this intake, but will instead be invited to apply to the new Master of Science in Crisis and Security Management taught at the Institute of Public Administration at Leiden University’s The Hague Campus.

Students who started in this specialisation will of course be able to finish. To find courses, please check the e-prospectus of CSM

h3. uSIS

Through uSIS you will be able to:

  • Access your examination results

  • Register for examinations (if applicable) and cancel registrations.

  • Register for seminars and cancel registrations.

  • Change your study address.

h3. When to register in uSIS?

Students are required to register for each course and each examination separately. This is possible from four weeks up to ten days before the start of the course or the date of the examination.
If you -for what ever reason- cannot register for a *course or exam*, please send an email to onderwijsbsk@fsw.leidenuniv.nl and ask the staff members to register you and do this *BEFORE THE DEADLINE*. Please mention your student number!

h3. BlackBoard

All students have access to the course materials that are posted on the Blackboard system, an e-learning tool for online learning and instruction. Blackboard facilitates the exchange of messages and documents between students and lecturers and among students. You can log in using your ULCN account, which consists of a username and a password.
Go to "blackboard":http://www.blackboard.leidenuniv.nl/webapps/portal/frameset.jsp and then to 'courses'. You need to enrol. It is important to check your courses on this site on a regular basis, since most of the information (literature, sheets, assignments, changes in the schedule) will be posted on Blackboard. Please note that you cannot register for a course through Blackboard. Registration for courses is only possible via uSIS (see above)!

h3. When to enrol in Blackboard? When is the Blackboardpage opened?

Since Blackboard is not used as a means of official registration for courses, the coordinator of the course can decide whether he or she wishes to make use of Blackboard and when the relevant page will be made available to the students. Most coordinators inform students via the heading ´Blackboard´ in the course description when (appr) the Blackboard page comes available. If this information is not in the e-prospectus and you do like to know whether or not the coordinator intends to use blackboard, you can best contact the co-ordinator.

h3. I registered via USIS. Why does this not show up in Blackboard?

These to systems are not linked to each other. So if you want to use Blackboard, you need to enroll!

h3. The ULCN account

The ULCN account gives you access to all the necessary IT facilities of Leiden University until you have completed your programme. Together with the account, you are automatically assigned an e-mail box (uMail box).
