Public Administration: Multi-Level Governance

Introduction and target group

This minor targets second and third year Bachelor level students who are interested in the functioning and improvement of the public sector in all its facets. This necessitates attention for the interactions between public and private actors at various levels of governance, and requires an understanding of how research is conducted in public administration. At the same time, students should be open to and get acquainted with multiple disciplines in order to be able to benefit from the insights other related academic disciplines offer for a better understanding of the functioning of the public sector.

This minor consists of courses which enable students to analyze complex governance problems in a national and international context. The public sector is increasingly a multi-level system, with interactions between public and private actors on the national, sub-national (provinces, regions) and international (e.g. EU, OECD, UN, WTO) level and various public, semi-public and private organizations that perform public tasks. In this minor students pay attention to decision-making processes in and interactions between and within those levels and organizations. The minor addresses a broad range of topics. We discuss which organizations the public sector actually consists of and what the relationships are between organizations and levels. Contemporary problems and developments are discussed, such as decentralization to municipalities, ‘good’ governance, privatization of public tasks, Europeanization, and the role of international organizations in forging multi-lateral agreements. Moreover, the minor enables students to assess and conduct proper social scientific research to critically investigate public administration and to offer solutions current and future challenges of governance.

In this minor students will also follow some state-of-the-art SPOC courses (Small Private Online Courses). These courses make use of new and exciting ways to interact with other students, the lecturers and the study material!

In this minor special attention is also paid to the skills you need to be successful in the every-day practice of public administration.

Completion of the minor program offers students the possibility, if certain other conditions are met, to enter one of the Master programs of the Institute of Public Administration without following a pre master program. Please ask our study advisors for more information on the topic.

The minor can also be followed in a 15 ECTS version. The following courses are part of this program:

Minor and-or exchange students do attend work group sessions unless it is explicity stated otherwise in individual course descriptions.


Students from Leiden University can register for the minor via U-Sis from 1 May 2016 until 1 August 2016 via Usis 6000MPAMN.
It is not possible to follow only one course, as the minor is a consistent package of courses designed to help you build your knowledge in a logical and connected order.An exception is made for minor courses that are also electives. These courses can be followed individually by elective (such as exchange) students.
Students who follow the regular bachelor program Public Administration (tracks EBM and BBO) cannot register for the minor Public Administration, as already stated in art. 3.2.6. of the Course and Examinations Regulations of the bachelor Public Administration. That means that also all individual minor courses are excluded from participation, even if they are also electives. Exceptions are made in block 1 of 2016-2017 for the courses Professional Skills for Public Impact and Introduction to International Relations and Organizations, so that students who follow the regular bachelor program Public Administration are allowed to participate in these two courses. Permission from the exam committee does not need to be obtained for this.

  1. How to get registered for courses and exams

You need to register for the individual courses in uSis. When you’ve done this correctly the course will appear in your weekly schedule. If you are registered for the course, our Education Service Centre will register you for the exam.

You pass the exam if the result is 5,5 or higher. A result lower than 5,5 means that you failed the exam.

As for re-takes:

If your result is 3.0 or lower you need to file a request to the Board of Examiners to be able to do the retake. Without their permission any grade you get for doing the retake is not valid. You can submit the request through filling out this web form ( After the Board of Examiners give you permission, you can register for the retake through uSis. For questions, please contact the study advisers.

If your result is between 3.0 and 5.5 you can do the retake without permission. Please don’t forget to register for the retake through uSis.

  1. Participate in the exam and retake

All our students are required to take the exam on the first occasion after the course has ended. This rule is set by our Board of Examiners. If you fail to sit an exam on the first occasion, you will be excluded from the retake. If you have two exams on the same day or if you have another reason why you cannot do the exam on the first occasion, please contact the Board of Examiners a.s.a.p.   1. Disabilities

It’s possible that due to circumstances you may need more time for an exam or even need to take an exam on a laptop. Examples of such circumstances would be dyslexia or ADHD. Should you need to make use of these facilities, we recommend making an appointment with Fenestra ( as soon as possible. We advise you to bring along all relevant medical certificates and test results. Please ensure that you also clearly indicate which facilities you think are necessary. Once the student counselors of Fenestra see the need for additional facilities, they will advise our Board of Examiners. If you already have a statement from Fenestra, please e-mail this to the study advisers a.s.a.p.

In the event that you have received or will receive advice from Fenestra, we would like to make you aware of the following important information.

In order to be able to arrange these facilities we need you to provide certain information in a timely manner. The Education Services Center intends to make this process as easy as possible for you. They will send you an email well in advance of each block, in which you will be specifically asked for this information. If you respond within the deadline and provide us with full information, you are guaranteed to be able to make use of the necessary facilities. You will receive a confirmation email, which also contains (among other things) the exam time and location. Please check whether you have received this email!

Incomplete information or replies after the deadline will not be taken into consideration anymore. In effect this means that there won’t be any additional facilities available to you and that you will have to take the exam in the regular lecture hall.

We would also like to bring to your attention that the only facilities that are available are those that have been mentioned by Fenestra in their advice to the Board of Examiners. Discussions with teachers, a colleague of the Education Services Center and/or supervisor that take place before, during or after the exam will be relayed to the study advisers. In case of repeated instances, they will relay this to the Board of Examiners who could possibly decide not to follow the advice of Fenestra anymore.
