This part of the e-guide provides a complete overview of the Pre-Master Programme of the Institute Public Administration. In your own Decision on Admission you can find which of the Pre-Master courses you have to follow before you can start with the Master Programme.The institute of Public Adminstration offers three MSc Programmes; Public Administration (PA), Crisis and Security Management (CSM) and Management van de Publieke Sector (MPS; taught in Dutch).
The pre-master programme is not an independent study programme. It is meant to provide a solution for students who have registered for the Master’s programme in Public Administration (PA), Management of the Public Sector (MPS) or Crisis and Security Management (CSM) and who still have deficiencies to eliminate. The pre-master programme consists of a series of courses from the Bachelor’s Programme in Public Administration. The courses included in the pre-master programme are only offered in the first semester.
On mastersinleiden.nl you can find information on deadlines, tuition fees, how to apply for a programme, etc. You can consult the e-prospectus for information on the contents of the courses in the various Master’s tracks and the pre-master programme. The e-prospectus also contains information on the literature you will be using and on the time schedules of the various programmes.
The Board of Admissions of the Institute of Public Administration will determine whether and to what extent you are in possession of knowledge and skills that match the contents of the Leiden University Bachelor’s programme in Public Administration. If your knowledge and skills by and large meet the criteria, the Board of Admissions may decide to grant you admission to the pre-master programme. In its decision, the Board of Admissions stipulates exactly which courses you are required to complete in order to eliminate your deficiencies and be granted admission to the Master’s programme. Once you have been granted admission to the programme, you will be issued with a five-digit Student ID which you can use in StudyLink to indicate that you will be following this particular programme. Registering via the online registration system does not commit you to anything.
The Board of Admissions considers every application individually. If the applicant cannot be directly admitted to the Master’s programme, the Board will consider whether the applicant can follow additional courses so that he or she acquires sufficient academic knowledge to be able to start on the programme. If your previous education is unrelated (or not sufficiently related) to Public Administration, you may not be able to acquire a basis comparable to that of our own Bachelor’s students within the time frame of the pre-master programme (half a year), as a result of which you will be denied admission.
There are two ways of registering and paying for the pre-master programme, namely registration as a non-regular Bachelor’s student and registration per course (contract student). What the most affordable option is for you will depend on your age, the likelihood that you will secure a study grant (studiefinanciering) and the number of courses you will be following. You are free to choose between these two options.
If you register as a Bachelor’s student, you will have to pay tuition fees. Once you have completed the pre-master programme, your registration can be converted to registration as a Master’s student via StudyLink. Contract students pay per study credit. One study credit costs € 95,- (2013-14; the fee is adjusted on a yearly basis). A course of 5.0 ECTS will therefore cost € 475,, and a course of 10.0 ECTS € 950,. Contract students have no right to a study grant. Sometime in late May/early June you will receive a form on which you can indicate which you form of registration you have chosen.
Note: There is no point in following courses in the pre-master programme until you receive an admission decision from the Board of Admissions.

The ULCN (Universiteit Leiden Community Network) account gives you access to all the necessary IT facilities of Leiden University until you have completed your programme. Together with the account, you are automatically assigned an e-mail box (uMail box).
Through uSIS you will be able to:

Students are required to register for each course and each examination separately. This is possible from four weeks up to ten days before the start of the course or the date of the examination.
If you for what ever reason cannot register for a course or exam, please send an email to the Student Desk XXXXXXl and ask the staff members to register you and do this BEFORE THE DEADLINE. Please insert your student number!
All students have access to the course materials that are posted on the Blackboard system, an e-learning tool for online learning and instruction. Blackboard facilitates the exchange of messages and documents between students and lecturers and among students. You can log in using your ULCN account, which consists of a username and a password.
Go to blackboard and then to ‘courses’. You need to enrol. It is important to check your courses on this site on a regular basis, since most of the information (literature, sheets, assignments, changes in the schedule) will be posted on Blackboard. Please note that you cannot register for a course through Blackboard. Registration for courses is only possible via uSIS (see above)!
Since Blackboard is not used as a means of official registration for courses, the co-ordinator of the course can decide whether he or she wishes to make use of Blackboard and when the relevant page will be made available to the students. If the students wants to know whether or not the co-ordinator intends to use blackboard, the student can best contact the co-ordinator.
These to systems are not linked to each other. So if you want to use Blackboard, you need to enroll!

You can make an appointment to discuss your results, your study progress and (personal) problems with study advisor Jolanda den Heijer via mail. Or you can come by during the walk-in consultation.
Please note that Jolanda den Heijer is not part of the admission committee or the exam committe, so she cannot answer questions like:
Can I be exempted from course X?
Why do I need to take those prescribed courses?
What to do if you failed one or more Pre-master courses? What to do if have passed all courses. Read more about it!
The coordinator of the course organises a meeting where you can look at your work and get some feedback. We advice you to go to this meeting to learn about the things you did correctly and the things that can be improved. This helps you with the preparations for the retake.
No, you cannot take Pre-Master courses during the Master. Succesfully finishing the Pre-Master is a condition for admission.
The Institute does not offer any Pre-mastercourses during the second semester.
Once you successfully passed all courses of the Pre-Master’s programme, you need to take two steps.
The institute needs to inform the Admission Office about this so that a new decision on admission can be made for you. You find an overview right of screen under ‘files’of all Premaster-students by their student numbers. If we see that you have passed the prescribed courses, we inform the Admission Office (the Student Administration Plexus). Once we done this, we put ‘AO’ behind your student number.
We can inform AO if the grades are in USIS. Grades published in Blackboard are not official grades so we cannot use those.
The Admission Office sends you a new decision on admission for the Master.

31 January is the latest date upon which you can enrol the Master’s programme in Studielink. This deadline is absolutely strict: enrolment via Studielink will close on 1 February and you will no longer be able to enrol on a programme. If you are unsure of passing all pre-master’s courses, it is recommended that you enrol on two programmes.
If you are selected by Maarten Haverkamp of the Haagse Hogeschool and you finished your Pre-Master and your HBO, please inform Jolanda den Heijer! You will receive more information from her. If you wish to start in September, please inform her before May 15, even if you are unsure whether or not you have your diploma on time.

If you are certain that you have finished, you can indeed deregister.
