Modern societies are commonly referred to as risk societies. However, whether our societies are indeed that risky or that it is mostly an exaggerated perception of risk that is at work, is topic of academic debate. Likewise, the precautionary logic that imbues governmental risk policies is being criticized as ineffective, unnecessary and at odds with the self-reliance capabilities of citizens. But when a real crisis emerges – floodings, hurricanes, earthquakes, incidents with nuclear plants or chemical plants – crisis communication is a vital link in managing the risk consciousness of the population at large and reassuring people in concrete crisis situations. With the emergence of new social media an extra dimension is added to the complex communicational relationship between authorities and citizens in handling crises and assessing the crisis and communication performance of authorities. In this course we will look at the challenges and dilemmas authorities face in dealing with risk and crisis. We will study in detail:
