Public Administration

Welcome to the Institute of Public Administration of Leiden University.

This Master consists of five (mandatory) core courses, the thesis and three specialisation courses; two specialisation courses should be from the selected specialisation. The third can be either a specialisation course on the track or a course from one of the other tracks of Public Administration.

Block 1 and block 2 are part of Semester 1. Semester 2 consists of block 3 and block 4. This entails that students who start in February thus begin in block 3.

Only students of the MSc Public Administration can participate in the courses of Public Administration.

Course (June)

Our new staffmember Prof.dr. Jos. C.N. Raadschelders teaches Philosophy of Public Administration. This course can be used as a specialisation course by students of the following tracks:

  • European Governance,

  • International Administration,

  • Politics & Bureaucracy.

  • Public Policy Lobbying and Media,

  • Comparitive Public Management
    and students of the track Crisis and Security Management

This course can be used as a _elective_course by students of the MSc Crisis and Security Management.

CSM (track)

Crisis and Security Management

Due to its continuous success, the Crisis and Security Management specialisation will be replaced by a separate Master’s programme in Crisis and Security Management. This new master’s starts in February 2012. This means that you will not be able to apply for the Crisis and Security Management specialisation within the Master of Science Programme in Public Administration for this intake, but will instead be invited to apply to the new Master of Science in Crisis and Security Management taught at the Institute of Public Administration at Leiden University’s The Hague Campus.

European Governance

The European Governance specialisation is designed to provide students with comprehensive knowledge of the key theoretical and empirical issues related to governance in Europe. The central focus of most courses is the European Union, with particular attention to the impact of the EU as a set of governance structures beyond the nation-state. The seminars of this track concentrate on multilevel governance in the EU, EU institutions and decision-making, and policy implementation in diverse policy areas.

International Administration

The International Administration specialisation focuses on the distinctive character and growing influence of such organisations in the delivery of services and policymaking. Addressing organisations ranging in scale and scope from the United Nations to humanitarian NGOs, this specialisation also addresses the complex national and international contexts within which such organisations work.

Management van de Publieke Sector/Comparative Public Management

The track Management van de Publieke Sector will be renamed from of February 2012. The new name is Comparative Public Management. Students who started in the track Management van de Publieke Sector will receive a diploma supplement with Management van de Publieke Sector on it. Students who take this track from of February 2012 will receive a diploma supplement with Comparative Public Management.

The political management of public administrations is one of the core themes within public administration. How do political principals provide leadership to the administration, and how do the agents within the administration respond to this?

PPLM

Public Policy, Lobbying and Media

This track focuses both on the policy process and the substance of public policy. A policy process focus would examine how both private and public interests are represented in the governmental policymaking process. Two of the most important means of representing such interests are via direct lobbying of elected and appointed governmental officials and through the communication of ideas and proposals in various forms of media.

In order to graduate every student has to participate in these mandatory courses courses:

  • Research Design (5.0 ECTS)

  • State of the Art-Public Institutions (5.0 ECTS)

  • State of the Art-Public Policy (5.0 ECTS)

  • State of the Art-Public Management (5.0 ECTS)

  • State of the Art-Public Values (5.0 ECTS)

  • Thesis (20.0 ECTS)
    In addition to these mandatory components, each student follows three electives

  • Specialisation course 1 (5.0 ECTS) (on the chosen track)

  • Specialisation course 2 (5.0 ECTS) (on the chosen track)

  • Specialisation course (5.0 ECTS) (either a specialisation course on the track or a course from one of the other tracks of Public Administration)
    The suggested order can be found in the overview. In total a student needs 60.0 ECTS.

The Institute of Public Administration also offers the MSc Crisis and Security Management and the MSc Management van de Publieke Sector. Both were tracks within Public Adminstration before.

Blackboard (BB) and uSIS

uSIS

Through uSIS you will be able to:

  • Access your examination results

  • Register for examinations (if applicable) and cancel registrations.

  • Register for seminars and cancel registrations.

  • Change your study address.

When to register in uSIS?

Students are required to register for each course and each examination separately. This is possible from four weeks up to ten days before the start of the course or the date of the examination.
If you for what ever reason you cannot register for a course, please send an email to onderwijsbsk@fsw.leidenuniv.nl and ask the staff members to register you and do this BEFORE THE DEADLINE. Please mention your student number!

BlackBoard

All students have access to the course materials that are posted on the Blackboard system, an e-learning tool for online learning and instruction. Blackboard facilitates the exchange of messages and documents between students and lecturers and among students. You can log in using your ULCN account, which consists of a username and a password.
Go to blackboard and then to ‘courses’. You need to enrol. It is important to check your courses on this site on a regular basis, since most of the information (literature, sheets, assignments, changes in the schedule) will be posted on Blackboard. Please note that you cannot register for a course through Blackboard. Registration for courses is only possible via uSIS (see above)!

When to enrol in Blackboard? When is the Black opened?

Since Blackboard is not used as a means of official registration for courses, the co-ordinator of the course can decide whether he or she wishes to make use of Blackboard and when the relevant page will be made available to the students. If the students wants to know whether or not the co-ordinator intends to use blackboard, the student can best contact the co-ordinator.

The ULCN account

The ULCN account gives you access to all the necessary IT facilities of Leiden University until you have completed your programme. Together with the account, you are automatically assigned an e-mail box (uMail box).
